You must have a valid passport to travel to the United States whose validity is at least six months longer than the time you will remain in the United States (unless specific agreements with each country provide for exemptions).
You qualify for the Visa Waiver Program if you are a citizen of a Visa Waiver Program (VWP) country, have a machine-readable passport, are traveling temporarily for business or a visit of less than 90 days, meet other program requirements, and have obtained authorization through the Electronic System for Travel Authorization (ESTA).
You must be a citizen of an eligible Visa Waiver Program country to use this program. Permanent residents of VWP-eligible countries do not qualify for the Visa Waiver Program unless they are also citizens of VWP-eligible countries. The Visa Waiver Program (VWP) allows citizens of certain countries to travel to the United States for tourism or business (the purpose of visitor visas) for stays of 90 days or less without obtaining a visa. Not all countries participate in the VWP, and not all travelers from countries covered by the VWP are eligible for the program. VWP travelers must apply for authorization through the Electronic System for Travel Authorization (ESTA), where they are screened at the U.S. port of entry and enrolled in the Department of Homeland Security’s OBIM program.
Citizens of countries covered by the VWP who plan to travel to the United States for temporary business or pleasure need an approved Electronic System for Travel Authorization (ESTA) authorization prior to boarding air or sea cargo transportation to the United States under the VWP. In the event that your ESTA application is denied for any reason, you will not be able to travel under the VWP and must apply for a visa well in advance of travel to the United States.

According to the ESTA regulations that went into effect on August 1, 2008, international travelers traveling to the United States must apply for a travel authorization as soon as possible, but no less than 72 hours prior to the departure of their international flight.
Due to changes in ESTA application processing, real-time approvals will no longer be available. Passengers who apply on the same day as their flight departure risk not having an ESTA approved prior to departure. International travelers without ESTA approval will not be able to board their flight to the United States.
