It must contain a declaration, signed by the passenger, stating whether he/she is carrying documents and, if so, the nature of the documents. The Passenger Locator Form (PLF), provided for by the Ordinance of April 16, 2021, must be filled in by all passengers arriving in Italy, by any means of transport, before entering the national territory.This Passenger Locator Form must be used by passengers coming from countries that can transit Italy, not for travel from the country of origin.

Passengers may voluntarily fill in the Passenger Tracing Form before departure if they wish to check their passenger registration details during the journey or after arrival, but it is not compulsory.

Once this Passenger Locator Form has been printed (or already completed), the passenger must present him/herself to passport control at his/her departure airport; he/she will automatically receive an additional electronic document that will serve as proof of compliance with the passenger identification requirement.
