In 2022, border restrictions were finally lifted in March for foreigners coming to Japan for study, work or short-term business. Since the spring of 2020, Japan had maintained the toughest border policies of all G7 countries in a hard-to-justify move that stranded some 400,000 foreigners who already had a Certificate of Eligibility.

The “Business Track” or “Resident Track” that had been available since July 2020 were suspended in January 2021. These two programs were available for some Asian countries during the summer of 2020.
