Yes, but this document for travel to the Maldives is very easy to obtain upon arrival in the country. It is obtained free of charge at Malé International Airport on presentation of your passport and you can stay for 30 days. If you want to stay longer, you can extend it once in the country up to 60 days or you can go to an embassy or consulate of Maldives in advance to process another type of visa.
Previously a PCR was required, as of March 13, 2022 it is no longer a requirement for travel to the Maldives, whether you are vaccinated or not. As of September 1, hotel reservations are no longer required.
