The Consular Passport and Visa Division (CPV) of the Ministry of External Affairs of India , which has the central function of arranging and issuing passports, is responsible for issuing passports on request to Indian citizens. Passports are issued through 37 locations in India and at 162 Indian consular diplomatic missions around the world.
In addition, selected Indian passport offices in the country, as well as Indian foreign missions, are authorized to issue regular India-Bangladesh and India-Sri Lanka passports to Indian citizens residing in West Bengal, the Northeast, Tamil Nadu and the Pondicherry Territory. These two passports allow Indians who possess them to travel only and respectively to Bangladesh and Sri Lanka and are not valid for travel to other countries.
Indian nationality is acquired by descent, adoption, ordinary naturalization or facilitated naturalization. Facilitated naturalization refers to holders of Overseas Citizenship of India (OCI).

I am a US citizen and in the past have purchased domestic flights within India over the internet, paying in rupees with my US bank issued credit card. I flew from the US to the UK and then to India using my US passport. I landed in Hyderabad, where I spent about two weeks on business. I then took an internal flight from Hyderabad to Bangalore – at leisure, to attend a friend’s wedding – and flew back to Hyderabad. A couple of days later, I flew back to England.
On internal flights, I used my US passport (which naturally had an Indian visa to enter the country in the first place) as proof of identity. No one looked at the visa, just the photo page of the passport. I flew Kingfisher Airlines at the time, but I don’t think it makes any difference, really.
As an American citizen of Indian origin I believe you travel to India without a visa with the help of your (and your relatives too) PIO (merged with OCI card in 2011) or OCI Card . That should be more than enough to board the flight.

a. Upload the self-declaration form on the Air Suvidha online portal (https://www.newdelhiairport.in/airsuvidha/apho-registration) prior to scheduled travel, including travel details for the 14 days prior to arrival.
x. Airlines should make relevant in-flight announcements regarding the testing requirements and persons to be tested to avoid any congestion at arrival airports.
xii. Health officials present at the airport would conduct a thermal screening of all passengers. The self-declaration form filled online should be shown to the airport health staff.
